Council Rates
Your rates aid in providing many services within the Shire of Dalwallinu. These services include the upkeep and maintenance of infrastructure including roads, footpaths & parks, as well as aiding in community services such as recreation centres, halls, library & refuse collection sites. As part of the health act we also provide rubbish and recycling service.

Payment of Rates
A discount of 5% is offered to those that pay there rates in full by close of business on the due date. If payment has not been made by that date and the four instalment option plan not taken up and adhered to, a penalty interest rate of 11% will apply (calculated daily until paid). By paying rates in full by the due date you are eligible to enter our rates early payment incentive draw.
Council offers a four instalment option for those who do not wish to pay their rates in full by the due date. If you take up the instalment option a fee of $20.01 will be divided over the 2nd, 3rd & 4th instalments, plus 5.5% interest on outstanding instalment after the rates due date.
Where no election has been made to enter into an Instalment Option or alternative arrangements made, and where Rates and Service Charges remain outstanding 35 days after the date of issue, Legal Action may be taken for their recovery. All costs associated with the Legal Action are recoverable from the Ratepayer and will be added to the rates assessment.
Rates payments can be made by any of the following methods:
In person at the Shire Office, 58 Johnston Street, Dalwallinu between 8:30am and 3:00pm Monday to Thursday, 8:30am to 4:00pm Friday. Cash, EFTPOS or cheques are accepted. Cheques must be made out the Shire of Dalwallinu.

If you are unable to pay your rates in full or by the four instalment option due to financial hardship, you can apply to the Shire for a special arrangement. However there will be an administration fee and penalty interest will accrue at a rate of 11%, added to your assessment.

Objection to Valuation
The valuation of Land Act Part IV sets out the manner in which objections and appeals may be instituted as regards valuations, Objections (if any) must be lodged with the Valuer General, 18 Mount Street, Perth, 6000 within 60 Days after issue of this Notice of Valuation and Rate.

Change of Address
Please advise Council in writing of any change of address to which notices are to be sent. The assessment number should be quoted on all such correspondence.
Change of address forms can be faxed to (08) 9661 1097, emailed to shire@dalwallinu.wa.gov.au, posted to PO Box 141, Dalwallinu WA 6609 or dropped into the Shire office at 58 Johnston Street, Dalwallinu.
Rubbish and Recycling
Under the Local Government Act the bins are your responsibility. If damage occurs, even if it was damaged by a third party you will be charged for the replacement/repairs. There is no charge for normal wear and tear costs.
It is your responsibility to ensure your bins are contained within your property when not out for collection. Council recommends bins to be placed on the road verge prior to 6.00am on collection day and brought in on the evening on the same day.
3m³ Recycling skips are offered to those businesses in Dalwallinu, Pithara & Wubin, who have larger quantities of recyclable material.

Concessions
"Eligible Pensioners" who hold: a Pension Concession Card issued by Centrelink, the Department of Veterans Affairs or State Concession Card and are in receipt of an eligible pension, or a State Seniors Card and a Commonwealth Seniors Heath Card and who meet certain criteria are entitled to claim a concession of up to 50% of the current year’s rates or a deferment of Council rates. Only applicants who are entitled to receive a full 50 % rebate can defer their rates.
"Eligible Seniors" who hold only a Seniors Card and who meet certain criteria are entitled to claim a concession of up to 25% of the current year’s rates, where the rebate is limited to a maximum amount.
Pensioners and Senior Cardholders must also have been owners of the property on 1 July of the rating year and reside upon the property as their normal place of residence. Concessions only apply once an application is received and registered by the Council or the Water Corporation.
A Pro-rata rates rebate may be available from the date of registration of either Pensioners or Seniors who become eligible after 1 July in a rating year. To be eligible for a pro-rata rebate contact should be made with Council’s rating staff. In the event that you have unpaid rates arrears at the time of seeking registration it will be necessary for you to pay the arrears before being entitled, or in extenuating circumstances you may be able to enter into a contractual agreement to repay the arrears.
When a ratepayer is registered as an entitled pensioner or senior and ceases to be so entitled, you are required to give notice to the Council and there upon your registration will be cancelled.
Any person who willfully makes a false statement in an application made pursuant to this section or who remains registered knowing that they are not qualified to be so registered is guilty of an offence (Penalty $1,000.00)

Rural Street Addressing
Recently rural street addressing numbers have been allocated to rural properties. These green road signs with white numbers at farm driveways aid in directing emergency services to rural properties. These numbers are calculated on the distance you are from the start of the road.
